4 Fundamental Concepts
The observed phenomena reviewed in Section 3 are compelling, calling out for a theoretical
interpretation. In this section we lay the groundwork for such an interpretation and then we proceed to
discuss more sophisticated modeling efforts in the remainder of the paper.
